Job Purpose:

The Programme Lead is responsible for the successful delivery of a portfolio of electricity network connection projects across Eclipse Power Networks. Leading a team of Project Managers, they will ensure projects are delivered safely, efficiently, on schedule, and in line with customer expectations and business objectives.

Working closely with the Director of Delivery, the Programme Lead will coordinate resources, manage programme performance, and act as a key link between project teams, engineering, commercial functions, customers, and external stakeholders. The role also supports continuous improvement to enhance delivery effectiveness, scalability, and customer experience.

Main responsibilities will include:

Programme Management

  • Manage a portfolio of electricity network connection projects (e.g. generation, BESS, data centres) across EHV networks up to and including 132kV.
  • Coordinate delivery activities across the programme to ensure projects progress in line with agreed schedules and milestones.
  • Monitor programme performance across cost, schedule and risk, ensuring issues are identified early and addressed proactively.
  • Drive the planning and coordination of delivery activities line with the stage and gate process
  • Provide clear reporting on programme progress, risks and delivery performance.

Project Manager Leadership

  • Lead and support Project Managers responsible for delivering individual projects within the programme.
  • Provide guidance and oversight to ensure projects are managed consistently and effectively.
  • Support Project Managers in resolving delivery challenges and escalating issues where required.
  • Ensure project teams maintain strong communication and coordination across internal teams and delivery partners.

Resource Planning and Coordination

  • Work with the Director of Delivery to ensure appropriate resources are allocated across the programme.
  • Coordinate project resources to support efficient delivery and minimise programme delays.
  • Ensure project teams have the tools, information and support required to deliver projects effectively.
  • Monitor workload across Project Managers and ensure delivery capacity aligns with programme demand.

Customer Engagement and Project Communication

  • Maintain strong communication with customers throughout the delivery lifecycle.
  • Support Project Managers in managing relationships with developers, ICPs and delivery partners.
  • Ensure customers are kept informed of project progress and key milestones.
  • Promote a proactive and responsive approach to customer engagement across project teams.

Delivery Governance and Performance

  • Ensure projects are managed in accordance with Eclipse’s delivery frameworks and governance processes.
  • Monitor delivery performance and support the implementation of improvements where required.
  • Identify risks, delays or coordination challenges that may impact programme delivery and take action to resolve them.
  • Support reporting to the Director of Delivery on programme performance and delivery progress.

Process Improvement and Ways of Working

  • Support improvements in delivery processes and operational efficiency.
  • Identify opportunities to streamline project coordination and improve communication between teams.
  • Work with internal teams to ensure delivery systems and tools support effective programme management.
  • Contribute to developing scalable delivery practices that support the growth of Eclipse’s connections portfolio.
Knowledge and Skills Requirements

Essential:

  • Experience managing programmes or portfolios of infrastructure or utilities projects.
  • Strong experience delivering electricity network connections across all voltages up to and including 132kV in an ICP, IDNO, or DNO environment.
  • Experience managing or supporting Project Managers within a programme environment.
  • Strong organisational and coordination skills with the ability to manage multiple projects simultaneously.
  • Excellent communication and stakeholder management capability.
  • Ability to identify delivery risks and resolve issues in a proactive and structured manner.
  • Sound understanding of the construction nuances of grid connections on EHV projects, including project sequencing and key milestones.
  • Ability to read, and interpret high-level electrical, and civil drawings.
  • Ability to produce high-level equipment schedules, and pricing estimates to communicate these clearly to the commercial team to inform the costs of assets adopted by the IDNO.

Desirable:

  • Experience working within programme management or project governance frameworks.
  • Experience of transmission-connected projects at distribution voltage (132kV) with a direct NGET connection.
  • Familiarity with the NGET and NESO interface processes
  • Working knowledge of land rights and their nuances (for e.g. easement Vs. wayleave, lease Vs. sublease)
  • Understanding of agreements commonly used in the regulated electricity distribution industry (Connection Agreements, Adoption Agreements, DCUSA)
  • Familiarity with the legislative and regulatory framework within which the IDNO market operates
  • Familiarity with standard forms of construction contracts (NEC, JCT, FIDIC, MF/1) would be a strong advantage
